I have the flight all worked out, I just need to know houw much a hotel will cost for four days stay, how much spending money should i bring, and do I have to be 21 in california to rent a car? (I will be 20 when next summer rolls around)
i dont HAVE to rent a car while im in LA but i would prefer to rather then take the bus everywhere, ill try and find an older friend who’d want to go

You don’t say when you’re coming out. Just like in Orlando, it matters a lot when you go someplace. Summer, spring break, and winter holidays are all "high" season. Expect to pay up to twice as much as the low season. Average price for a decent hotal in LA is $100-$150 per night.

As for car rental, you can rent a car, but be prepared to pay an extra fee. You might have to call around to a few places.
